Job Summary:

Carries out all grounds maintenance including trash pick-up, deliveries, mowing, trimming, edging, blowing, mulching, fertilizing, weeding, planting, watering, leaf removal, and snow removal. Acts as general laborer to assist with other projects such as turf and landscape renovations, irrigation projects, office moves, and special work orders.

Duties and Responsibilities:

Follows the direction of the Assistant Director of Horticulture and Grounds in mowing, edging, athletic field maintenance, snow removal, moves, deliveries, special projects and other assigned tasks.
Daily trash pick-up/removal as required.
Helps to plant, mulch, prune shrubs, trees and plant material using proper horticulture techniques under direct supervision.
Weeds turf areas and mulches beds and may assist with fertilizing under direct supervision.
Understands and follows proper turf practices and an Integrated Pest Managment Program.
Recognizes and reports water demands of plant material in assigned areas.
Operates all equipment and tools safely and properly. Returns cleaned tools and equipment to proper place.
Follows proper techniques of soil preparation, plant installation, and pesticide application under direct supervision.
Keeps hardscapes blown, edged, and cleaned after mowing and when directed additionally. Assists gardeners in cleaning drains and catch basins before and after storms.
Shovels snow, spreads salt and sand, and operates snow removal equipment safely.
Performs other duties as assigned by supervisor(s).

Minimum Qualifications:

A minimum of one year experience in landscaping and grounds maintenance preferred.
Most Possess a valid driver's license and good driver's record and be capable of operating pickup trucks and tractors safely
One year experience with athletic field maintenance preferred
Successful completion of period background checks, including FBI background check, and, at the discretion of the PECF, drug and alcohol screening.

Knowledge, Skills, Abilities:

Ability to understand basic concepts of turn maintenance, planting, and horticulture techniques
Ability to take proper safety precautions in all situations.
Ability to work as part of a team or individually with little or no supervision.
Good interpersonal, communication and literacy skills.
Ability to work well within a diverse and multicultural workforce.
Ability to operate many types of grounds maintenance equipment safely, such as mowers, sprayers, blowers, trimmers, aerators, tillers, hand tools and snow equipment.

Working Conditions:

Normal work hours are Monday-Friday 6:00 a.m. to 2:30 p.m.; must have flexible schedule as work priorities will shift.
Must be able to work required overtime, often with little advance notice (e.g., snow removal, storm damage). Scheduled overtime includes annual events.
Must be able to work outside in inclement weather - extreme heat and cold, high winds, rain, and snow.
Must be able to perform physical work including bending, stooping and reaching. Must be able to work on feed for extended periods of time and to lift, carry, and push at least 50 lbs.

Job Description Summary

Organization Summary Statement:

The Central Maryland Research and Education Center – Turfgrass Facility is seeking an experienced Manager. Under the general supervision of the Center Director, the Manager will establish the operations and management of the facility. This includes working directly with researchers and their staff to implement projects and assist with research and educational programs related to turfgrass. Provide support as outlined by the Center Director. This position requires a knowledge of turfgrass production and maintenance and the willingness to be a working manager, performing daily operations alongside facility employees and providing supervision and training.

Key Responsibilities/Duties:
• Manager will direct the overall daily planning and operation of the teaching-research farm,
including job assignments, task priority, and interaction with researchers and campus
departmental personnel to implement projects, assist with research and educational programs
in the furtherance of research.
• Coordinate the assignments of employees and use of farm resources: land, building, equipment,
supplies and labor for efficient and effective operations.
• Responsible for the oversight of the facility budget to control costs while ensuring that the purchase of supplies, equipment, and services are made promptly to keep the facility at maximum
efficiency.
• Directly supervise two direct-report full-time employees and student labor. Works
alongside facility employees providing direct supervision and assignments of projects, completes
employee performance reviews (PRDs) and timesheet approval authority.
• Manager will also be responsible for keeping the facility and employees in compliance with
training, safety procedures, and regulations pertinent to daily operations.
• Responsible for maintaining knowledge by attending training and meetings to keep up with
industry, experience, and agronomic practices with turfgrass species, golf course turf (putting
greens and fairways), sports field turf, and research. Responsible for maintaining interactions
with non-university agencies such as the Maryland Turfgrass Counsel and the general public.
Will have an integral role in the planning and conducting of various service activities, such as
tours and field days

The Central Maryland Research and Education Center (CMREC) Turfgrass Facility is located in College Park, Maryland. The Turfgrass Facility has 35 acres and is located at the northern edge of the University of Maryland College Park Campus. The facilities are managed by the Maryland Agricultural Experiment Station (MAES). The facility’s focus of research concerns turfgrass, but studies are also conducted on wildflowers and ornamental/native grasses.

Physical Demands: Harsh work environment—excessive walking, heat, cold, dirt, noise. Must be able to tolerate strenuous physical activity (e.g., ability to lift 50 lbs., shoveling, carrying heavy items) that may have to be completed in adverse weather conditions.

Preferences:
Five (5) years experience managing turfgrass or related agronomic or horticultural crops.
Maryland Public Agency Applicator’s Certification is to be attained within two years of employment.
Knowledge of OSHA and MDA regulations regarding workplace safety and guidelines for pesticide use.
General knowledge and understanding of Turfgrass production and maintenance.
Familiarity with research protocols, turfgrass equipment, and products.
Three years of direct supervisory experience.
Experience with relevant campus systems and knowledge of the university’s transition to Workday.

Education: Bachelor’s degree from an accredited college or university. Experience: Three (3) years of professional turfgrass experience. One (1) year of experience leading or supervising professional staff. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of turfgrass production and maintenance. Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to interpret and apply policies, procedures, regulations, and laws. Ability to multitask while demonstrating a commitment to customer service and sensitivity to a culturally and ethnically diverse community.

This Passing of Stanton Gill

I am deeply saddened to share the passing of Stanton Gill, principal agent and specialist for UME in commercial integrated pest management. It was a sudden loss and we are devastated to let him go.

Many of us were close friends with Stanton given his extensive history and long tenure with UME. Please lean on each other for support as we mourn his passing.

We are awaiting information regarding services and condolences, which I will make sure to share as I receive it.

In the meantime, please keep Stanton's family, wife Nancy, and daughters Chelsey and Kelly in your thoughts and prayers.

Cancelation of Talbot Event and MTC Office Update

Important Notice to All Members and Friends of the MTC

It is unfortunate but due to several issues and conflicts we have no choice but to cancel our previously scheduled MTC Early Bird Recertification Class for Pesticide and Fertilizer Applicator, scheduled for August 16 at the Talbot Agriculture and Education Center.

Additionally, the MTC office will be closed starting August 8 for a minimum of 3 weeks. Unfortunately, I must undergo Lumbar Reconstructive surgery. I have managed to develop compression fractures in L1 to L3 of my spine and L4 and L5 have shifted resulting in a 1 mm nerve canal instead of the normal 20 mm.

I will have very limited access to both phone and e-mail. Once I am again in the office, we will attempt to reschedule a class at the Talbot Agriculture and Education Center either late this fall or early spring. Keep an eye on our web page and Facebook account.

Sorry for any inconvenience but we have no other alternatives.

The University of Maryland has officially announced the long awaited Turfgrass Pathologist for the Department of Plant Science and Landscape Architecture.

Following is the official announcement to the University and industry professionals from Professor and Chair, Dr. John Erwin.

Fereshteh Shahoveisi to Join PSLA as the New Turfgrass Pathologist

Dr. Shahoveisi will be joining our department by May 1. She will be accompanied by her husband, Seyedali Hosseinirad. Seyedali is currently finishing his PhD at NDSU in wheat breeding and will be joining Dr. VJ Tiwari’s research program in our department as a postdoc after graduation.

Dr. Shahoveisi is currently a Postdoctoral Fellow in the Department of Plant Pathology at North Dakota State University (NDSU). She received her Bachelor and Master of Science degrees in Plant Pathology from Tehran University and her PhD in Plant Pathology from NDSU. She also holds a College Teaching Certificate. Her thesis title was “Characterizing genetics of host resistance to Sclerotinia sclerotiorum and epidemiology of the disease in Brassica napus L.” In addition to her strong plant pathology background, she brings unique expertise in epidemiology statistics and nematology to our department. She has taught coursework in both Plant Pathology and Plant Disease Epidemiology. She has published in several refereed scientific journals, written extension bulletins, and has given numerous scientific and extension presentations. She has worked on various issues in plant pathology across a wide range of plant species, including grasses, on different continents.

Other areas of expertise/areas of interest Dr. Shahoveisi has include a) statistical analyses (using multiple software including R and SAS), b) conducting Verticillium wilt disease field trials for NDSU and companies such as Bayer and Syngenta including field map proofing, assessment of temporal disease progress, processing the samples, conducting qPCR assays, and statistical analyses, c) analyzing sequencing data and conducting genetic (QTL) mapping studies including GWAS and bi-parental mapping, d) conducting population genetic analyses on black dot disease of potato to study the emergence and adaptation of the pathogen in different continents, and evaluating the application of image processing and deep learning in the detection of plant diseases using rust disease as a model, and e) advising the scientific team of SafteySpect Inc. in plant disease management practices and co-investigator in SBIR (Small Business Innovation Research) Phase I proposals to study the application of UVB and UVC lights along with machine learning algorithms (CSI-D+ technology) in the detection and management of plant diseases.

The great work of the Turfgrass Pathology Search Committee needs to be acknowledged. They did an exceptional job attracting a number of great candidates, organizing a search process and presenting a thorough evaluation of candidates and summation of input that they received. Thanks to all those that participated in the department.

I would also like to thank the Dean for approving the refilling of this position and participating in the search process (as well as the Associate Deans). The Turfgrass industries also need to be acknowledged for their longstanding support of UMD and their participation in the search process. I am sure Fereshteh will be a welcome addition to the turfgrass team.

Join W.S. Connelly Companies and Stanton Gill; University of Maryland's IPM and Entomologist to learn how one of the largest broods of 17-year cicadas will emerge from underground in a dozen states, from New York west to Illinois and south into northern Georgia.

These events raise many questions for entomologists and the public alike. What do cicadas do underground for 13 or 17 years? What do they eat? Why are their life cycles so long? Why are they synchronized? And is climate change affecting this wonder of the insect world?

Attention All Members of the MTC,

It is with deep sadness that I inform you of the passing of Eugene "Gene" Bowie Roberts, Jr. (October 16, 1939 - April 18, 2020).

Gene was honored to have been involved in the Maryland Turfgrass Association representing Fairwood Turf Farm, serving the entire turfgrass industry as a member of the Maryland Turfgrass Council Board as a Directors, and was one of the early Turfgrass Representatives on the Maryland Agriculture Commission.
As a member of what ever organization he was involved in, Gene always provide an insightful and beneficial decisions, thoughts and actions.
Gene was a good friend to the Turfgrass industry and was friends with his fellow Turfgrass Professionals, even his competition.

A small private family service is planned for Tuesday, April 28. A "Celebration of Life" will occur once it is safe together.

Hi Folks,

Hope everyone is surviving the virus and staying healthy.

I received this “Update” from MDA after Governor Hogan’s latest executive order yesterday.

Since Sod Farming is classified as “agriculture” and other turf work including Landscaping, Lawn Maintenance, Golf Course Maintenance and Sports Turf Maintenance are still classified as “essential”.

I would encourage each and every company to heed the recommendations below and prepare and provide to EACH EMPLOYEE including yourself a letter identifying the employee as essential and listing the other information suggested below in the event any authority questions why they are driving or working..

Name and address of the employee
Name and address of the business
Nature of the employee’s essential work
Signature and contact information for the employer

Remember, Turfgrass is essential because of:

Dear Maryland Turfgrass Council Members,

By now I am sure everyone has been effected in some way or another by the Coronavirus (Covid-19) outbreak. Many of us in Maryland have had businesses closed, hiring freezes for employees, and revenue reduced by the government mandated quarantine. Our thoughts and prayers go out to everyone who is effected both directly and indirectly by the Coronavirus.

Unfortunately, the MTC and University of MD combined Pesticide and Fertilizer Applicator Recertification class scheduled for March 27 at MDA has been postponed due to concerns for everyone’s health and Governor Hogan’s directives and closures. We have tentatively rescheduled this class to occur on Friday, May 15 at the Maryland Department of Agriculture. If the emergency crisis is still active at that time, we will postpone once again and find the next logical date.

Governor Hogan has declared a 30-day grace period after the crisis ends to complete all Professional Licenses. That is not a long period of time considering the number of license holders that must recertify; thus we are trying to stay proactive by scheduling recertification class dates so you can plan accordingly.

The May 15^th Recertification class has a maximum capacity of 100 people which we hope you can attend. We will also be offering a recertification class on June 26^th at the Paint Branch Turfgrass Research Farm (maximum 30 people) and on August 19^th at the Talbot Agriculture and Education Center in Easton Maryland.

We hope that everyone remains safe while we work through the Coronavirus epidemic.

Anne Arundel Community College (AACC) has recently received grant funding from the American Association of Community Colleges to establish a Landscape Management Technician Apprentice Program. Over the next three years, AACC has committed to partner with local and regional landscaping, nursery, lawn care, and greenhouse wholesale and retail employers to train 150 new and incumbent workers for a career in the industry and we are actively recruiting businesses to:

• Provide recommendations during the curriculum development process;

• Refer and enroll current employees in the apprenticeship program; and

• Provide paid apprenticeship opportunities for program participants.

Apprentices will receive 200+ hours of training at no cost to them or their employer. However, employers will be required to pay a materials fee of approximately $400 for each participant. Employers will also commit to paying participants an apprentice wage while they are actively working during the apprenticeship.

Passing of Emory Patton

It is with a sad heart that I must inform you of the passing of Emory Patton on Tuesday September 17, 2019.

Emory R Patton of Silver Spring went home to be with the Lord on Sept. 17, 2019. Emory, the son of Raymond & Ruhama Patton, was a life long resident of Montgomery County. He was owner of the family business; Turf Center, Inc., a company he started with the purpose of growing and supplying quality sod to the Washington, D.C. Metropolitan area. Emory, a pioneer of the turf business, was always looking for new ways to produce, harvest and deliver a better product for his customers. Emory was the first in Maryland to purchase an automated sod harvester in the late 60's, was the largest sod distributor in the metropolitan area throughout the late 70's and 80's and brought new methods to Tufcote bermudagrass into athletic fields and golf courses in the 90's.

His love for his industry led him to be a charter member of both the Md. Turfgrass Association and the Md. Turfgrass Council. He served as president of both organizations and was active in helping establish the Md. Sod Certification Program, securing the establishment and funding for the University. of Md. Turfgrass Research Facility at Cherry Hill and the beginnings and evolution of the Md. Turfgrass Conference.

His love for his community and the LORD were displayed with his tireless work for the Colesville Lions Club, his church, Christ Fellowship and Gideons International. He served as King Lion many times. His property on Spencerville Rd. is still the home for many Lions activities including the Spring and Fall Yard Sales and the Medical Supply Closet. Many county residents still talk of the Lions Equipment Auction held at Turf Center for many years. Cloverly residents continue to enjoy the huge Christmas Tree in front of the church which was one of Emory's many creative ideas to bring the community together. Emory could be found many fall days doing a Bible Distribution at local colleges with the Gideons. He also enjoyed the fellowship of his friends in the Enterprise Farmer's Club.

Emory is survived by his wife of 66 years, Pat, daughter Diana, son, Larry (Eileen), grandchildren Brian (Meghan) and Mary and Great grandchildren Erin and Sean.

The family requests in lieu of flowers, donations can be made to Lions Club International Foundation (LCIF). This is the branch of Lions Club that gives grants to local clubs to enable their charitable work. Recently our local group received a grant for major renovations at our camp for handicap children, it also helps with the eye bank, Eye Institute and Leader Dogs.

The Entire Turf Industry Mourns the Loss of Bob Lynch, Jr. of Eldersburg, MD. MTC Past President 1988 & 1989

Charles Robert Lynch Jr., former sales and service manager of the C.R. Lynch International Harvester Company in Reisterstown, has died, August 30, 2019, after a long illness. The Eldersburg resident was 86.

Born on January 8, 1933, Bob was the first of six children born to Charles Robert Lynch, Sr., an accountant for the International Harvester Company, and Mary Katherine Kerr Lynch, a Mercy nurse. The family's original home was located on North Hilton Street in the Walbrook section of Baltimore. Bob was a student at St. Cecilia's Catholic School where he met many friends to whom he remained devoted throughout his entire life. After completing his education at Loyola High School and City College, Bob joined his father's fledgling farm equipment dealership in Glyndon. By the mid-1950's, the family had moved to Glyndon and had become parishioners of The Sacred Heart Church. It was there that Bob met and fell in love with Nancy Lee Hughes, the daughter of a Worthington Valley farmer. They married on a snowy day in January of 1956. One of Bob's lifelong friends from elementary school, Bart Duerr of New Smyrna Beach, FL, said that in spite of good naturedly kidding Bob about “taking the plunge”, “marrying Nancy was one of the best things Bob ever did.”

Shortly after their wedding, Bob was drafted into the U.S. Army. He was soon given orders for a tour of duty in Germany. Initially despondent about leaving his new wife, his melancholy was replaced by rejoicing when Nancy was able to join him in Germany for the duration of his stay. Bob often reminisced about the exceptionally happy days they spent together in Europe, a place they could only have dreamed of visiting.

Bob's career in the equipment business continued after the family's operation was closed in 1980. He took a job with the Toro Company in 1981 and within a year or so, moved on to the G.L. Cornell Company in Gaithersburg. Cornell specialized in equipment for the maintenance of golf courses, an enterprise that took Bob to country clubs all over the state. To enhance his knowledge of the propagation of specialty grasses, Bob joined The Maryland Turfgrass Council and ultimately served as the council president.

Aside from his life's work, Bob enjoyed many other things. He was an excellent wood-worker and the birdhouses he made for family members continue to offer nesting places for homeless birds in many a backyard. He was also interested in antique cars and was a long-standing member of the Chesapeake Region Antique Automobile Club of America. But ever present in all of Bob's endeavors was a songbook of delightful music that leaned toward smooth jazz, but was dominated by the luscious harmonies of The Four Freshmen. He never ever tired of listening to them.

In the winter of his years, Bob often looked backward on his life, gilded with golden memories. He was blessed with the rare talent of being able to recall in accurate detail the people, places, events, and most astonishingly, the exact date of the occasion, including the day of the week. He enchanted many an avid listener with stories of the 1940's and 1950's. A lovely piece of writing by Mark Twain aptly describes Bob's state of mind in his later years: “The old days have trooped by in their glory again. The old faces have looked out of the mists of the past, old footsteps have sounded in my listening ears, old hands have clasped mine, old voices have greeted me, and the songs I loved ages and ages ago, have come wailing down the centuries.”

Among Bob's life-long friends was Edward Hainke of Lusby, Maryland. Several days before his death and barely able to speak, Bob reached Ed by phone to tell him good-bye and that he loved him. What a fine final gift to give to an old pal.

Bob leaves behind two very devoted sons, Matthew Joseph Lynch of Eldersburg who counts himself “so blessed to have had this great man as my father.” And Patrick Dennis Lynch of Santa Ana, California. To him, Bob was “the greatest father a son could ever have.” Also he leaves five cherished grandchildren: Benjamin, Tyler, Patrick, Francesca and Bianca; four siblings: Michael Lynch, Anne Collins, Mary Whitcraft and Elizabeth Myers, and a host of nieces and nephews. He was predeceased by a brother, Edward, and by his most beloved wife, Nancy, who died in 2009. Not a single day has passed since then that Bob did not speak lovingly of her.

The family will receive visitors on Wednesday, September 4, from 3-5 and 7-9 pm at the ECKHARDT FUNERAL CHAPEL, P.A., 11605 Reisterstown Road, Owings Mills, MD 21117. A Funeral Mass will be held on Thursday, September 5, at 12:30 pm at Sacred Heart Catholic Church, 63 Sacred Heart Lane, Glyndon, MD 21071. Interment to follow in Lake View Memorial Park, Sykesville, MD.

Background

On May 2, 2019, the Court of Special Appeals for Maryland upheld Montgomery County, Maryland’s ban on the use by licensed professionals and consumers of all EPA-registered pesticides on private lawns and landscapes. This decision:
- Overturned the Montgomery County Circuit Court’s August 2017 ruling we received along with co-plaintiffs that the county’s private property use ban was preempted by existing state law and Maryland Department of Agriculture’s comprehensive regulatory program.
· Gives broad authority to localities to regulate virtually any pesticide use on any property in Maryland, providing a basis for expansion of Montgomery County’s ban and for new bans across the state.

· Absent further court action, the County ban will go into effect and will be fully enforceable as soon as June 3, 2019. Companies and private citizens in Montgomery County would then face civil and criminal enforcement for any pesticide use in violation of the County ordinance.

The next step is petitioning Maryland’s highest court, the Court of Appeals, to undertake a review of the Court of Special Appeals decision. This court takes at its discretion some 20-25 percent of cases for review with those cases having met the standard of being in the public interest of the people of Maryland.

To persuade the Court of Appeals to hear the case, we need to explain the practical impacts on residents and businesses if each Maryland locality is authorized to adopt its own bans of EPA- and State-approved pesticide products. If the Court of Appeals refuses to take this case, no further appeal is available to us and the ruling will remain as binding state-wide precedent regarding the scope of local authority to regulate pesticides. Your support is essential to any effort to seek to reverse the Court of Special Appeals’ decision.

As before, we are building a coalition of Friends of the Court (Amici) to show the Appellate Judges that there are many Maryland stakeholders who support the responsible use of pesticides under State and federal law, and who oppose local laws that attempt to countermand State law. MDA Pesticide Enforcement Advisory

In response to a troubling trend of poisonings on the Eastern Shore, the Maryland Department of Agriculture is reminding all farmers, applicators, and retailers that the use and sale of carbofuran (commonly known as Furadan) is ILLEGAL under state and federal law. Violations of Maryland’s Pesticide Applicator Law are subject to a fine of up to $25,000 and/or prison. Violators may also be subject to further penalties from the U.S. Environmental Protection Agency (EPA).

On December 31, 2009, the EPA revoked all food tolerances for the pesticide carbofuran, equating to a ban of the product. While it is not illegal to possess an unregistered or banned pesticide, it must be stored in compliance with state regulations and may not be used, sold or traded. We urge any individual in possession of carbofuran to responsibly dispose of the pesticide immediately.

The Maryland Department of Natural Resources Police and U.S. Fish and Wildlife Service (USFWS) are investigating recent carbofuran poisoning events in Kent and Talbot counties that have killed at least seven bald eagles and one horned owl. These are the latest in a string of similar incidents dating back to February 2016, when 13 bald eagles were poisoned under similar circumstances in Caroline County.

The department urges anyone with relevant and specific information to come forward. USFWS has offered a reward of up to $10,000 to eligible individuals for information that furthers this investigation.

Changes to Lawn Fertilizer Law to take Effect October

Annapolis, MD—(September 14, 2018) The Maryland Department of Agriculture has announced that new regulations regarding the use of fertilizer products will take effect October 1, 2018 as a result of changes made to Maryland’s Lawn Fertilizer Law during the 2018 session of the Maryland General Assembly. The changes make the regulations regarding organic fertilizer products consistent with those for synthetic products. Additionally, they give professional fertilizer applicators more choices in the products they can use. Specifically, the new law:

· Allows lawn care professionals to apply up to 0.5 pound of soluble or insoluble nitrogen per 1,000 sq. ft. from November 15 through December 1. Currently only soluble nitrogen is allowed during this time period.

· Removes the requirement that organic fertilizer products be “low phosphate.” The change allows these products to be applied according to University of Maryland recommendations and soil test results.

The Fertilizer Use Act of 2011—also known as Maryland’s Lawn Fertilizer Law—authorizes the Maryland Department of Agriculture’s Nutrient Management Program to regulate the use of fertilizer on turf not used for agricultural purposes. It requires both homeowners and lawn care professionals to follow University of Maryland fertilizer recommendations and use best management practices when fertilizing lawns. In addition, the law requires lawn care professionals to be licensed and certified by the Maryland Department of Agriculture to apply fertilizer to the properties they manage. The department maintains a list of certified lawn care professionals along with additional information on Maryland’s Lawn Fertilizer Law on its website at www.mda.maryland.gov/fertilizer.

A Montgomery Circuit Court judge on Thursday overturned the county’s ban on the use of cosmetic pesticides on lawns, dealing a major setback to environmental advocates who argued that chemicals in the products are unsafe.

Judge Terrence McGann said that the law — the first of its kind for a major locality in the region — would conflict with federal and Maryland state regulations that allow the use of the pesticides. The case was just one example of Maryland counties’ “insatiable appetite to tamper with existing state laws,” McGann said.

Counties have also “tried to hijack a portion of the existing field of law” in areas including tobacco, guns and minimum wage, he said.

The law, passed by a divided County Council in 2015, was to take effect in 2018. It bans pesticides that have been approved by the federal government but contain chemicals that some studies say may cause cancer. The law exempts agricultural land, gardens and golf courses, and does not prohibit the sale of lawn pesticides in the county.

A provision of the bill eliminating the use of herbicides and pesticides on certain county properties, which was not part of the lawsuit filed by a group of homeowners and pesticide companies, took effect in July.

Council member George Leventhal (D-At Large), the bill’s chief sponsor and a candidate for county executive in 2018, said he was “very disappointed” by McGann’s ruling, which he said “sets a worrisome precedent for the ability of local governments to protect their residents on vital issues of health and safety.”

The county has 30 days to appeal McGann’s ruling.

Timothy Maloney, an attorney for the plaintiffs, including Scotts Co., a major manufacturer of lawn-care products, called the ruling a “significant victory for consumer safety.”

If the ban had been upheld, he said, it would have set a legal precedent for the 187 jurisdictions in Maryland to have their own regulatory systems for pesticides.

“There would have been total chaos and confusion in the marketplace,” he said.

McGann said the desire to “avoid confusion from diverse requirements” that could endanger public health is the reason that the state legislature adopted pesticide rules that work with federal Environmental Protection Agency regulations. The Montgomery County ordinance, he said, would disrupt the uniformity established by the legislature.

But environmentalists who support the ban say federal regulations are inadequate — especially now that the EPA under President Trump is rolling back some Obama-era regulations.

“Look at the EPA right now: It is a weak institution,” said Julie Taddeo, an environmental activist and leader of Safe Grow Montgomery who was in court for the ruling. “It’s not doing enough to protect our kids.”

She accused McGann — who frequently makes jokes from the bench and on Thursday quipped that pesticide label-reading was a “cure for insomnia” — of not taking activists’ concerns seriously.

Montgomery County Council President Roger Berliner (D), who also is running for county executive, said he has asked the county attorney to advise the council on whether to appeal the decision and on other possible legal options for reducing residents’ exposure to chemicals.

“With federal safeguards in the areas of public health and environmental protection dwindling, I believe that it is more important than ever for county government to work to protect the health and safety of its residents and our environment,” Berliner said in a statement.

Maloney scoffed at an appeal as “a tremendous waste of taxpayer dollars.” Trump’s election, he said, does not change the “well-established findings and protocols on pesticides” that exist across the United States.

Mid-Atlantic Sports Turf Managers Association Inaugural Meeting

The newly re-formed Mid-Atlantic chapter of the Mid-Atlantic Sports Turf Managers Association (MASTMA) had their first member organizational meeting at M & T Bank Stadium on October 25. About 150 STMA members and prospective members attended the event which included an educational program, information about the re-kindling of the chapter, and a field tour. The educational program included PowerPoint presentations, a panel discussion, and a field tour. The PowerPoint presentations included Baltimore Ravens Head Groundskeeper Don Follett, who spoke about the conversion of the M & T Bank Stadium from a synthetic surface to 419 bermudagrass, Jerrad Minnick from Growing Innovations who spoke about the latest technology in stadium lighting; Dr. Tom Turner who spoke about an overview of the turfgrass research program at the University of Maryland; and a panel discussion including lead groundskeepeers from many of the regional professional stadiums.

The field tour provided an opportunity for attendees to take a look at the overseeded 419 bermudagrass field and the SGL lighting system used to improve the light quality for the turf against the long shadows of this second half of autumn. The on-field portion of the meeting also included a presentation by University of Maryland professor Dr. Kevin Mathias demonstrating uses of a variety of field tools and instruments sports field managers can use to make their job easier and increase their turf management precision.

The event provided a good opportunity for sports turf managers in Maryland, DC, and northern Virginia to connect after what has been a very difficult summer in the Mid-Atlantic region. Steering committee member Jason Kopp captured the mood, “After the event talking with several people about what they liked and found useful they all said they got to meet other managers from the area who they didn't know. This is what the chapter is all about. Sharing resources, information, and building longstanding friendships.”

“It was a great day of learning, networking, and sharing ideas with other turf managers from the Mid-Atlantic. The overall attitude and response from the meeting was overwhelmingly positive, and I look forward to continuing to expand this network with MASTMA!” noted Ryan Bjorn, Director of Grounds and Environmental Maintenance at Maryland SoccerPlex.

The groundwork of the chapter rejuvenation has been accomplished over the last several months by a steering committee including sports turf managers at some of the region’s professional complexes and industry suppliers.

Re-starting a chapter that faded out about a decade ago, this first meeting represents a lot of hard work by the steering committee over the last several months. “I’m proud of what this steering committee has accomplished so far. There is a lot of work left to do but looking at where we are today and how far we have come in a short period of time is remarkable,” noted Mr. Kopp.

Nominations for the MASTMA Executive Board and Officers were accepted and members will be voting on these candidates in the next few weeks. After a new Board of Directors and Officers are installed later this fall, they will take the winter to continue to reach out to prospective members, set up committees, and get organized for 2017. Moving forward, the next chapter event will be March 17, 2017 at Oriole Park at Camden Yards

“It was invigorating to be a part of this process and to see it come together so well. The number of people that attended was great, but the level of enthusiasm for what we are trying to accomplish was what excited me the most. I can’t wait to see how we harness the momentum and carry it forward,” said Patrick Coakley, who manages Ripken [Sports Complex] in northeast MD and is on the steering committee.

Hopefully, MASTMA can keep the momentum. As evident from the crowd at M&T, sports turf managers from around the Mid-Atlantic are happy to have an STMA chapter they can call their own!

David Corbin Harmon, 76, of Williamsburg, VA, passed away on July 17, 2016, after a lengthy illness.

Dave was born in Anderson, IN on May 12, 1940, to I. Don and Martha (Guest) Harmon. He graduated from Purdue University in Lafayette, IN, with a Bachelor's of Science degree in Agronomy in 1962.

Dave started his career as a golf course construction supt. in Escondido, CA working for architect Jack Snyder of AZ. He then moved to Suffolk, VA to construct Cedar Point Golf Club, where he stayed on as the Golf Course Supt. for seven years.

In 1970, he and his family moved to Williamsburg, VA to be Director of Recreational Activities for Colonial Williamsburg and GCS of the Golden Horseshoe Golf Club. He was there for 21 years. He ended his career working for the City of Newport News as both GCS and Landscape Consultant, retiring in 2008.

Dave was the winner of the 2012 Virginia Golf Course Supt. Assoc. President's Award for Lifetime Service. He was a GCSAA member for 51 years. He won the Leo Feser Award for writing Editorials for the Golf Course Management magazine.

He was a founder of the Old Dominion GCSA. He is survived by his wife of 53 ½ years, Mary (Linenburger) Harmon, two children: daughter, Karla Donn Finkenauer (Peter) and son, David Jeffery Harmon (Noelle); five grandchildren, Courtney and Blake Finkenauer and Corbin, Noah, and Katie Harmon; sister, Sue Handley, her three daughters and their families. Dave enjoyed his church family at Wellspring United Methodist Church, camping with First Virginia Good Sam, and traveling.

Institute of Applied Agriculture Celebrates 50 Years

On Saturday May 14 2016, the University of Maryland Institute of Applied Agriculture celebrated 50 years of growing careers in agriculture with its 50th Anniversary Gala at the University of Maryland Marriott Hotel and Conference Center. Tony Pagnotti had the welcoming remarks and was the nights emcee. Current students, alumni and friends of the IAA were encouraged by the remarks from Dr. Craig Beyrouty, the dean of the College of Agriculture and Natural Resources and from Gloria Hyman, director of the IAA, who gave the toast for the 'Tute.

Next up was Dr. Kevin Matthias, who then reflected on the 50 years of the Institute of Applied Agriculture and the student experience at the IAA.

Attendees had the opportunity to bid on dozens of silent auction items, many of which were donated by IAA students and alumni.

We have a few new website updates and features that you should know about:

1. Employment Opportunities: You can now look at current job listings or post an opening for your company.

To post a job listing please send us an email and we can set it up. The fee is $25 for Non-MTC members, and FREE for current MTC members.

2. Turf Technical Bulletins: Dr. Turner from the University of Maryland has sent us a few updated TT- Bulletins for you to use and look at. Dr. Turner is working on a few more as we speak and when they are completed we will be posting them to the MTC Publications page, so please check back.

March Pesticide and Professional Fertilizer Re-Certification Recap

Over 60 turfgrass professionals attended the Maryland Turfgrass Council re-certification held at the Maryland Department of Agriculture on March 10. The continuing education session provided an opportunity for attendees to gain valuable education from the University of Maryland turfgrass research team, earn both fertilizer and pesticide re-certification credits and network with fellow professionals. The training and catered lunch were free to MTC members.

The MTC would like to thank our lunch sponsors: Chesapeake Valley Seed, Jacobsen Turf Equipment, Newsom Seed, Pennington Seed, and Turf Equipment and Supply Company. Thank you very much to all of our educational sponsors to make this a free event with a great lunch for all MTC members!

Welcome to the new and improved MTC website. This new website will allow us to keep our members up to date on what is going on inside the organization as well as what is happening in the Turfgrass Industry.
